What is Energy Performance Contracting?

West Virginia State Code authorizes public entities and county boards of education to pursue energy conservation programs that will provide long term operating and energy cost reduction.

Energy Performance Contracts provide an option for county school systems and other public entities to pay for much needed facility improvements by providing a guarantee of energy savings which can be used to pay for the facility improvements; in other words, the energy savings project creates a revenue stream in the current operating budget which is used to pay for the energy savings project over time.
